What is a Variance?

A variance is approval to relax or adjust a specific requirement of the Zoning By-law for a property.

Variances typically apply to:

  • Setbacks (distance from property lines)
  • Building height
  • Lot size or coverage
  • Other development standards

A variance does not change the zoning of a property or permit new land uses.


Why is approval required?

Zoning regulations are in place to ensure safe and consistent development.

Variances are reviewed to:

  • Address unique property constraints
  • Maintain the overall intent of the Zoning By-law
  • Ensure neighbouring properties are not negatively affected

When is a variance needed?

A variance is required when a proposed development does not meet one or more zoning requirements, such as:

  • Setbacks
  • Height limits
  • Lot dimensions
  • Building placement
  • Parking stalls

Application Process

1. Pre-Application Meeting (Recommended)

Applicants are encouraged to meet with municipal staff to review requirements.


2. Submit Application

Submit a completed application form along with:

  • Property information
  • Description of the request
  • Supporting documents (e.g., site plan), if required

3. Application Review

Municipal staff review the application and prepare a report for Council.


4. Public Notice

Nearby property owners are notified by mail.


5. Public Hearing

Council holds a public hearing where:

  • The proposal is presented
  • The applicant may speak
  • The public can provide comments

This is the main opportunity for public input.


6. Council Decision

After the hearing, Council will:

  • Approve the variance (with or without conditions); or
  • Reject the variance

Application Fees

  • $400 per variance requested

Each requested change is treated as a separate application.
Example: Two variances = $800 total.
