Development Plan amendments are used to change the long-term land use designation of a property.


What is a Development Plan?

A Development Plan is a long-term policy document that guides how land is used and developed in the municipality.

It identifies areas for residential, commercial, industrial, agricultural, and other land uses.


What is a Development Plan Amendment?

A Development Plan amendment is the process of changing the land use designation of a property.

This is required when a proposed development does not match the current designation in the Development Plan.


When is a Development Plan Amendment required?

You may need an amendment if:

  • You want to change land to a different use (e.g., agricultural to residential)
  • Your proposal does not match the Development Plan designation
  • A new type of development is proposed in an area not currently designated for that use

How does this relate to rezoning?

The Development Plan must support a proposed land use before a property can be rezoned.

If a proposal does not meet the Development Plan, a Development Plan amendment must be approved first, followed by a rezoning application.


Application Process

1. Pre-Application (Recommended)

Meet with municipal staff to discuss your proposal and review applicable policies.


2. Submit Application

The applicant submits a complete application, including required forms, plans, and fees.


3. Staff Review

Municipal staff review the proposal and prepare a report for Council.


4. Public Hearing

A public hearing is held to allow residents and stakeholders to provide input.


5. First and Second Readings

Council considers the amendment by-law and may give first and second reading.


6. Ministerial Review

After second reading, the by-law is forwarded to the Province of Manitoba for review and approval.

The Minister may:

  • Approve the by-law;
  • Refuse the by-law; or
  • Require changes

7. Third Reading (Final Decision)

Council may only proceed to third reading after receiving Ministerial approval.

Council will then:

  • Pass the by-law; or
  • Decide not to proceed


Who does this apply to?

Development Plan amendments typically apply to:

  • Property owners requesting significant land use changes
  • Developers proposing new residential, commercial, or industrial development
