Part 3 Buildings Permit

Part 3 buildings are larger or more complex buildings that require detailed design and review under the Manitoba Building Code.

These projects typically:

  • Require professional design (architects and engineers)
  • Involve stricter safety and construction standards
  • Take longer to review than smaller building permits

Contact the Municipality early in your planning process if you think your project may fall into this category.

What is a Part 3 Building?

A building is typically classified as Part 3 if it is:

  • Larger than 600 m² (6,458 ft²), or
  • Taller than 3 storeys, or
  • Used for higher-risk or high-occupancy purposes (such as assembly, care, or certain industrial uses)

Common Examples

Part 3 buildings may include:

  • Commercial and industrial buildings
  • Large agricultural buildings
  • Multi-unit residential buildings
  • Public or assembly spaces
  • Large shops or warehouses

Smaller buildings (houses, small shops, garages) are typically regulated under Part 9.

How Classification is Determined

  • The Building Inspector determines whether your project falls under Part 3
  • The classification depends on:
    • Size
    • Height
    • Use of the building

If you are unsure, contact the Municipality before preparing your application.

What You Need to Apply

Part 3 applications are more detailed and typically require:

Required Documents

Professional Design Drawings

You will be required to submit engineered and/or architectural drawings, such as:

  • Architectural plans (layout, elevations)
  • Structural drawings (foundation and framing)
  • Mechanical systems (heating, ventilation)
  • Electrical systems

These drawings must be prepared and stamped by qualified professionals.

Letters of Assurance

You may also need:

  • Letters from architects and engineers confirming responsibility for design and construction. A template is found here. RM of Hanover templates MUST be used.

Additional Information

Depending on the project, additional submissions may include:

  • Code analysis (building safety and occupancy)
  • Fire protection systems
  • Site servicing and drainage details

Requirements are determined on a project-by-project basis.

How the Process Works

Step 1: Pre-Consultation

Contact the Municipality to:

  • Confirm that your project is Part 3
  • Review submission requirements

Step 2: Submit Application

Submit all required drawings and documentation.

Incomplete applications will delay review.

Step 3: Technical Review

Your application will be reviewed for:

  • Zoning compliance
  • Building code requirements (structural, fire safety, accessibility, etc.)

Part 3 reviews are detailed and may involve multiple revisions.

Step 4: Permit Issuance

Once approved:

  • A building permit will be issued
  • Construction may begin

Step 5: Inspections

Multiple inspections will be required during construction to ensure compliance.

Timelines

Part 3 permits typically:

  • Take longer to review than residential permits
  • Require complete and accurate submissions to avoid delays

Fees

Permit fees for Part 3 buildings are based on:

  • The value of construction

See the applicable fee by-law for full details.
